VOLLEYBALL REGULATIONS

- 1. Organization
- The Volleyball Committee of the 13th European Maccabi Games will be responsible for the Volleyball competitions of the 13th European Maccabi Games.
- The Volleyball competitions will be conducted according to rules of the F.I.V.B., the English text will be binding.
- Participation in the competition is open to any athlete who is in possession of a Participant Card, issued by the Organising Committee of the 13th European Maccabi Games.
- Each country may enter one team for the Open Male Volleyball competition, one team for the Open Female Volleyball competition and one team for the Junior Boys Volleyball competition.
- Each team may consist of 12 players only.
- 2. Venues and Times
- The Volleyball Committee of the 13th European Maccabi Games will determine the venues and times of the Volleyball competitions and teams will be notified accordingly.
- The Volleyball Committee is authorized to change the venues and times of the competitions. These decisions will be final.
- 3. Game Ball
- The games will be played with an approved Volleyball. Further information will be given as soon as possible.
- The Volleyball Committee is authorized to change the brand name of balls, if necessary, and these decisions will be final.
- 4. System of Competition
- The competitions will be played on a league basis of a Round-Robin league system.
- The Open competition will be played in 5 winning sets. The Junior competition will play a match based on the best of 3 sets.
- In the Open as well as the Junior competition sets are played to 25 points. The last set is only played to 15.
- Each team is allowed to ask for 2 time outs per set. A time out lasts 30 seconds and needs to be called by the coach.
- Each team can nominate one Libero per game, This person needs to wear a different shirt.
- Counting of points:
At the end result of a game of 3-0 or 3-1:
3 points for the winner 0 points for the looser
At the end result of 3-2:
2 points for the winner and 1 point for the looser Forfeit
3 points for the winner and 1 point for the team that forfeited - The winner of each game will be awarded two points, the loser one point. For a technical loss no points will be awarded.
- In the event of two or more teams having the same number of points, classification will be made according to the quotient of sets won and lost in all matches.
- In the event that after the above mentioned, equality still exists between teams, classification will be made according to the quotient of points won and lost in all matches.
- In the event of two or more teams obtaining the same sets and points quotient, the better place will be taken by the team winning the game or games between them.
- The team placed 1 in the league and the team placed 4 will compete for the first Semi-Final. The team placed 2 and the team placed 3 will compete for the second Semi-Final.
- The winners in the Semi-Finals will compete in the Final Game for the title: "13th European Maccabi Champion".
- The winners in the Semi-Finals will compete for the third place.
- The rest of the teams will be placed according to their league order.
- 5. Draws
The draw of the teams in the groups will be a public draw.
- 6. Officiating
The Volleyball Committee will select a Referees' Committee, which in turn will appoint the referees for all the games.
- 7. General
- These regulations are but one part of the complete 13th European Maccabi Games Regulations, and must be read along with the instructions found in "Basic Regulations and Disciplinary Procedures".
- In the event of a discrepancy between the regulations written here and those appearing in the "Basic Regulations", the regulations written here will apply and be binding.
